Requirements
-For appointment to this position, the applicant must have: -
- i) A Bachelors degree in Economics, Statistics or equivalent qualifications from a recognized University.
- ii) At least five (5) years’ experience in a combination of the following areas:
- a. Policy;
- b. Monitoring & Evaluation work (at middle management level);
- c. Research design and implementation (quantitative and qualitative);
- d. Advanced demographic analysis
- iii) Certification in using specialized data analysis software such as Statistical Package for Social Sciences (SPSS) and other relevant statistical techniques will be an added advantage.
- iv) Experience in planning and creating databases, with easy user interaction;
- v) Experience in utilizing applications for the design, monitoring and evaluation of projects.

Duties and Responsibilities
-Key Duties and Responsibilities:
- i) Overall responsibility for the monitoring and evaluating the Commission strategic Plan and its successful implementation process;
- ii) Design and manage the Monitoring and Evaluation Plan ;
- iii) Assist Commission staff and stakeholders in completing monitoring reports and consolidating these reports for periodic review;
- iv) Review the quality of existing social and economic data in the Commission, methods of collection and provide a baseline for impact evaluation. Draw up the TOR, design and cost out a baseline survey and a needs assessment survey;
- v) Guide and supervise organisations that are contracted to implement special surveys and studies required for evaluating effects and impacts ensuring that all contracts include specifications for internal monitoring, reporting and penalties;
- vi) Analyse reports for impact evaluation. Prepare consolidated reports highlighting: problems and actions needed; potential bottlenecks and specific recommendations;
- vii) Collaborate with staff and implementing partners on qualitative monitoring to provide relevant information for on - going evaluation of activities, effects and impacts;
- viii) Prepare reports on Monitoring & Evaluation findings;
- ix) Draft data collection instruments (i.e. surveys, interview protocols) to be used in special studies and -or for distribution online to target groups;
- x) Perform any other duties that may be assigned by the Supervisor from time to time.
