Requirements
- 1. Have a Masters degree in Business Administration (Finance or Strategic Management) or a Masters degree in a Finance
-Accounting
-Economics or related discipline from a recognized University
-Institution;
2. Have at least 9 years experience leading a finance function in a busy organization;
3. Be a CPA (Kenya) or equivalent
4. Be registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and Registration of Accountants Board (RAB);
5. Be proficient in computer applications with strong emphasis on data and financial management software.
6. Have demonstrated professional competence in public financial management
Duties and Responsibilities
- Reporting to the Regional Resident Judge (and functionally to the Director, Finance) the incumbent will provide leadership in Finance, Planning and Accounting in a large region.
The Assistant Director, Finance will co-ordinate a number of sections in the Finance, Planning, and Accounting Directorates at the Regional Headquarters and will be the overall in-charge of the devolved Finance, Planning, and Accounting functions in the Counties and Court Stations in the Region. Duties and responsibilities will depend on the area of deployment the incumbent will be required to:-
(i) Be the overall in-charge of the Finance function in the Region;
(ii) Coordinate all Finance, Planning and Accounting functions of the Region;
(iii) Enforce proper control on financial commitments and ensuring proper utilization of budgetary resource to realize value for money;
(iv) Coordinate activities leading to directorates targets in the Region as indicated in the Annual Performance Contract, Strategic Plan, Judiciary Transformation Framework and other reform programmes that Judiciary may participate in;
(v) Carry out Finance and Accounts Directorates’ annual staff performance target-setting and appraisal as part of the reward management system;
(vi) Coordinate preparation of Regional annual expenditure estimates aligned to Treasury Circulars and Judiciary’s policy and strategic documents;
(vii) Ensure the implementation of Financial, Planning and accounting strategies in the region in line with the integrated comprehensive strategic framework;
(viii) Timely prepare and submit periodic financial statements, accounts and budget implementation progress reports for all stations in the region;
(ix) Facilitate the dissemination of Financial, Planning and Accounting policies, regulations and other communications from the Headquarters to the Region;
(x) Supervise, guide, counsel, mentor, train and develop staff working under him

10. Have clear understanding of the role of Judiciary in realizing the demands of the Constitution, Vision 2030 goals and other policy documents of the Judiciary;
11. Be a person of high integrity and ethical conduct;
12. Have strong leadership skills.
Possession of managerial skills in planning, budgeting and project management will be desirable for all these positions.
